THE MINISTRY OF JUSTICE REMINDS ALL PROFESSIONAL BAILIFFS TO AVOID ANY ATTITUDE LEADING TO APPROPRIATE THE PAYMENT OF THEIR CLIENT


In the consultative meeting with professional bailiffs summoned by the ministry of justice on 14th November 2019 at Nobleza Hotel, Martine Urujeni, the head of the department in charge of justice for people, has strongly urged all professional bailiffs to take into consideration their contracts with their clients, to work in transparency especially when it comes about receiving and handing payments to their clients.

In her opening remarks Urujeni has thanked all professional bailiffs who exercise their functions with ethic and humanity but has also underlined some bad attitudes of some professional bailiffs and declared that there are some heavy mistakes that the ministry of justice together with the direction of the Professional bailiffs association, will not tolerate from now onward.

To ignore calls of their clients and put them in ambiguity after they signed contracts, not to give the payment to their clients, to reward themselves more than the reward stated in the ministerial order governing the cost of bailiffs services, and other misbehaviors linked to the payment as well as other unprofessionalism, are some of big lines of Martine’s remarks and she said that all those must be stopped in all possible ways.

Apart from those problems, the ministry of justice claims that the rate of bailiffs in giving their quarterly reports on executed courts’ decisions and this highly affect the statistics of this ministry because it means that its numbers are based on uncomplete informations.

Reacting about all those issues, the president of Professional Bailiffs Association, Me SEBERA NYUNGA Antoine, just like the ministry statements, blames all professional bailiffs who are not responsible and he added that measures are put in place and are promising to eradicate all those misbehavior.

Me SEBERA has also thanked all institutions involved in judgment executions including RNP, RLMUA, RRA and others which provide the help to bailiffs in duties but he emphasized on the necessity of strengthening the collaboration as many bailiffs complain about the delay in the service delivery of the above cited institutions and this affects negatively the process of execution in general.

The meeting was aiming to brainstorm about the ways of improving the professional bailiffs functioning and their collaboration with other institutions in order to solve the issue of the long-lasting delay in judgment execution, one of the cross cutting issues.
