"The issue of the so-called Brokers who are invading the auctions’ procedure should be quickly stopped because it erodes the profession of bailiffs," said Justice Minister Johnston Busingye.


At a meeting of the General Assembly of the Professional Bailiffs Association, the Minister of Justice and the Attorney General called on the Bailiffs to refrain from the so-called commissioners who are the most talked about in auction infiltration and the devaluation of property purchased at auction because this is a problem that is undermining the profession of the Courts’ bailiffs in the judgment executions.
To make noble the profession of the Bailiffs in order to improve it, sensitize the bailiffs to keep up to date with the latest communication channels and to react on the news that mention them where necessary and quickly, and to find a solution to the problem of the commonly known as Brokers which has already taken another step in mismanagement of auctions, are some of the key points Min Busingye Johnston pointed out that the Association should pay close attention to.
Returning to the so-called commissioners, Min Busingye said there were things that could not continue in a country like Rwanda that prioritizes justice, where he said it was too much to hear people complaining about the acts of violence done by the so-called brokers in the auctions and that many people think that these brokers may be interacting with the Professional Bailiffs in a way that does not give a good impression to the Professional Bailiffs Association.
“The public perception out here is that some of you are working with these people. We need to discuss if this is the truth and how we can fix it. Unless we do that, this vice will destroy anything that this professional body has worked for,”
There are things that cannot be sustained in our country that prioritize Justice.
“This ring will not be fought by investigative officers, prosecutors or volunteers…it is your responsibility to report the suspects and most importantly to work diligently so that you do not give them an opportunity, or leave a void that can make them continue operating,” he said.
Some bailiffs commented on various issues, in particular this case of the so-called brokers and they demanded the amendment of the law to add the provisions which provide sanctions for the person who breaks the auction in a way that the contestant who wins the auction pays the price within the time limit prescribed by law or if not, he/she pays at least a certain percentage as a fine.

This was also emphasized by the president of the Professional Bailiffs' Association, Me SEBERA NYUNGA Antoine who also called on bailiffs to strictly adhere to the law in the executions of courts’ decisions in order to avoid disputes and new linked cases aiming to delay the execution.The President of the Bailiffs' Association also praised the professional bailiffs for their work and said that if there are bailiffs who can do the right thing in their profession, then no one should have an excuse for not doing well their profession.


The meeting of the General Assembly was the first in 2020, and it has been also a time for approving the budget of the Professional Bailiffs' Association, electing new auditors, and other matters related to the privacy of the PBA.
